Telecommunications operators and developers will work on the sovereign Internet

Telecommunications operators, developers and manufacturers of IT systems will be able to offer their own rules for using systems to enforce the sovereign Internet law. The Ministry of Communications invited them to develop these rules under the leadership of the Russian Union of Industrialists and Entrepreneurs. This was told by a person who was aware of the proposal from the RSPP, the representative of the union confirmed that the proposal had been received and the profile commission of the RSPP would form its position. According to him, the proposal of the Ministry of Communications supports the FSB.

The Ministry of Communications did not give RSPP specific instructions, but merely expressed the opinion that the union is in close contact with relevant companies and therefore could lead the development, the representative of the ministry said. It also did not indicate potential developers and manufacturers of equipment whom it recommended to involve in the development of the draft rules, said a representative of the RSPP. The Ministry of Communications and Mass Media does not know the potential circle of manufacturers of technical means of countering threats, its representative explains and expects that the RSPP will better identify them.

All systems for the implementation of the law will have to be certified, representatives of the ministry and the RSPP said. The Ministry of Communications has insufficient information to develop rules for the use of systems on the basis of which they need to be certified, his representative said. In his opinion, in order to develop the rules, additional work is needed that is not planned for 2019.
